History of the 45-star flag
A 45th star was added to the American flag on July 4th, 1896, to recognize Utah as the 45th state, as it was admitted to the Union on January 4th, 1896. The American flag would continue to bear 45 stars for 12 years until Oklahoma became the 46th state on November 16th, 1907, and the 46th star was officially added on July 4th, 1908. Before June 14th, 1923, when the US Flag Code was constructed, there were no official guidelines on displaying the American flag or any official specifications on the proportions of the length and width or the pattern in which the stars were to be arranged. As a result, American flags made before this could have been made in any number of different sizes shapes, and star pattern arrangements. The American flag with the linear pattern as seen on this particular design was most common.
